What Makes a Good Police Dog?

It is extremely important to find the right police dog for your K9 unit. I know this seems obvious... but why is it I see many dog teams and K9 units fail due to this one issue? Surely I have seen some good dogs ruined by the trainer, training and/or the handler... but in many cases the problem started with a poor selection of the dog. Because of that, no matter how good the other parts are, the team is doomed to fail or worse... get someone hurt!
